JOAN EVE PIGAGA MANN Passed away Tuesday November 5, 2013, at The Preston Health Center. Mrs. Mann was born July 27, 1916, in Worcester, MA, to the late Ignas and Eve Thomass Pigaga. She graduated from the New England Institute, Worcester, MA. She was married to Joseph E. Bielan on November 16, 1942 and moved to Barrington, RI in 1950 where they lived until his death in 1972. While residing in Barrington, RI she was a member of the Barrington Garden Club and Barrington Yacht Club; the Wannamoisett Country Club, Rumford, RI; and the University Club of Providence, RI. She was a member of St. Luke's Catholic Church. She was active in a number of charities, Chairman of the US Navy league Sea Cadets in Barrington, a Barrington Cub and Brownie Scout Leader. She was affiliated with J.W. Riker and the GL & HJ Gross Real Estate Companies. She had lived in Barrington for 32 years when she married Billings L. Mann in 1978 and moved to Vero Beach, FL. She was married to Billings until his death in 1997. They traveled extensively, enjoyed playing golf and spending the summer in their second home in Highlands, NC. While residing in Vero and Highlands she was a member of the John's Island Country Club and Highlands Country Club in Highlands, NC. In 1992 they moved to Hilton Head Island, SC, where she was a member of the Country Club of Hilton Head, Bear Creek Country Club, The Cypress Club, St. Francis by the Sea Catholic Church, the First Presbyterian Church of Hilton Head Island, and the First Presbyterian Church of Highlands, NC. She is survived by her two sons, Douglas J Bielan, Alexandria, VA; Robert E. Bielan, Waynesville, NC; and a daughter, Nancy Joan Mann, Aiken, SC; four grand children, six great grand children and a brother, Vitte Pigaga, Worcester, MA. The Island Funeral Home and Crematory is in charge of arrangements. A Memorial Service will be will be held on Friday November 8, 2013, at 1:00 PM, at the Honey Horn Chapel at First Presbyterian Church.
